Agent Skills 加入 Agentic AI Foundation：改變與不變

Anthropic 在 2026 年 10 月 22 日把 Agent Skills 標準捐給 Linux Foundation 旗下的 AAIF。哪些東西移交了、哪些維持不變，以及怎麼寫出跨平台通用的 SKILL.md。

2026 年 10 月 22 日，Anthropic 把 SKILL.md 格式背後的開放標準 Agent Skills 捐給了 Agentic AI Foundation（AAIF）。AAIF 是 Anthropic 與 Block、OpenAI 共同創立、隸屬 Linux Foundation 的基金，Anthropic 在 2025 年也把 Model Context Protocol（MCP）交給了它。格式本身沒有改變：skill 依然是一個含有 SKILL.md 檔案的資料夾，Claude Code 也和以前一樣載入你現有的 skills。改變的是這項標準的名稱、GitHub 組織與網域歸誰所有，以及規格今後如何演進。

本文說明這次移交了什麼、AAIF 是什麼、對 Claude Code 使用者與 skill 作者有什麼影響，以及如何寫出在 Claude Code 以外也能用的 skill。

Anthropic 宣布了什麼

Anthropic 的公告稱 Agent Skills 是 “the open standard that gives AI agents specialized knowledge and workflows”（讓 AI agent 具備專業知識與工作流程的開放標準）。這次捐出的是 “the Agent Skills name and logo, the GitHub organization, and the agentskills.io domain”（Agent Skills 的名稱與標誌、GitHub 組織，以及 agentskills.io 網域）。

維護者也一併公布：“Engineers from Anthropic, Google, OpenAI, and other companies will maintain the standard as individuals, with David Soria Parra and Mahesh Murag as Lead Maintainers.”（來自 Anthropic、Google、OpenAI 等公司的工程師將以個人身分維護這項標準，並由 David Soria Parra 與 Mahesh Murag 擔任首席維護者。）

公告也回顧了這個格式擴散的過程。Anthropic 是在開發 Claude Code 時做出 skills，並在 2025 年 10 月推出。短短幾週內，開發者就在 GitHub 上發布了數千個 skills，還為 Codex、Cursor 與 OpenCode 寫了載入器。Anthropic 接著在 2025 年 12 月把 Agent Skills 發布為開放標準，“under its own GitHub organization and domain, so any agent could use it”（擁有獨立的 GitHub 組織與網域，讓任何 agent 都能使用）。以下是 Anthropic 原文的採用數據：

  • “More than 70 agent platforms, including ChatGPT, Cursor, GitHub Copilot, and VS Code, have integrated Agent Skills since we published the standard in December 2025.”（自 2025 年 12 月發布標準以來，已有超過 70 個 agent 平台整合 Agent Skills，包括 ChatGPT、Cursor、GitHub Copilot 與 VS Code。）
  • “So far, 1 million skills have been published and nearly 280 million installed.”（目前已發布 100 萬個 skills，安裝次數將近 2.8 億。）

AAIF 是什麼

AAIF 在 2025 年 12 月 9 日宣布成立，當天 Anthropic 也把 MCP 捐給了它。那篇公告形容 AAIF 是 “a directed fund under the Linux Foundation, co-founded by Anthropic, Block and OpenAI, with support from Google, Microsoft, Amazon Web Services (AWS), Cloudflare, and Bloomberg”（Linux Foundation 旗下的定向基金，由 Anthropic、Block 與 OpenAI 共同創立，並獲得 Google、Microsoft、Amazon Web Services（AWS）、Cloudflare 與 Bloomberg 支持）。MCP 與 Block 的 goose、OpenAI 的 AGENTS.md 一起成為創始專案，Anthropic 當時也表示 MCP 的治理模式將維持不變。

Agent Skills 走的是同一條路。新公告寫道：“As with MCP, the project will continue to prioritize community input and transparent decision-making.”（和 MCP 一樣，這個專案會繼續以社群意見與透明決策為優先。）而且參與不需要會員資格：“You can continue to use the standard or contribute to it without joining the AAIF.”（不必加入 AAIF，也能繼續使用或貢獻這項標準。）

哪些改變、哪些不變

對 Claude Code 使用者

什麼都不用做。Claude Code 的 skills 官方文件依然寫著 “Claude Code skills follow the Agent Skills open standard”（Claude Code 的 skills 遵循 Agent Skills 開放標準），skills 也照樣從 ~/.claude/skills/、.claude/skills/、plugin 以及文件列出的其他位置載入。Claude Code 的 changelog 沒有任何一條提到這次捐贈或規格變更；v2.1.308 到 v2.1.318 中與 skill 相關的條目，談的都是 Claude Code 自己如何處理 skills，例如修正了用 Bash cd 進入 git 儲存庫更深層的目錄後，找不到 paths: skills 的問題（v2.1.312）。

對 skill 作者與平台開發者

檔案格式沒有變。agentskills.io 上的規格所定義的 frontmatter 和宣布前相同；專案儲存庫中的規格原始檔，最後一次修改是在 2026 年 8 月。網址也沒有變，因為網域與 GitHub 組織是跟著標準一起移交的。

改變的是治理方式。Anthropic 寫道：“We’ve proposed starting with a roadmap covering versioned releases, a formal proposal process, and security guidance for people who write and install skills.”（我們提議先從一份路線圖開始，涵蓋版本化發布、正式的提案流程，以及給撰寫與安裝 skills 的人的安全指引。）這些目前還只是提案，尚未成為實際流程：截至 11 月 4 日，規格儲存庫還沒有任何標記版本（tagged release）。

為什麼中立治理很重要

Agent Skills 已經不只是某一個產品的功能。依 Anthropic 的統計，已有超過 70 個平台整合了它，其他 agent 的載入器也在推出後幾週內就出現。然而直到 10 月 22 日之前，這項標準的名稱、網域與 GitHub 組織仍屬於單一公司。

公告給出的答案，是交給一個中立的擁有者。Anthropic 表示自己 “committed to keeping Agent Skills open, community-driven, and vendor-neutral”（致力讓 Agent Skills 保持開放、由社群推動且不偏向任何廠商），而 AAIF “will provide a neutral home to the standard going forward, ensuring the community has a say in where Agent Skills go next”（今後將為這項標準提供中立的歸屬，確保社群對 Agent Skills 的未來走向有發言權）。公告也提出三項具體做法：維護者來自多家公司並以個人身分參與、以社群意見與透明決策為優先，以及不必加入基金會也能參與。提議中的路線圖則同時照顧到格式的兩端：版本化發布與正式提案流程針對規格本身，安全指引則是寫給 “people who write and install skills”（撰寫與安裝 skills 的人）。

如何寫出跨平台通用的 skill

規格定義了六個 frontmatter 欄位：

欄位必填規則
name是1–64 個字元：小寫英文字母、數字與連字號；不能以連字號開頭或結尾，也不能連續使用連字號；必須與資料夾名稱相同
description是1–1,024 個字元：說明 skill 做什麼、什麼時候使用
license否授權名稱，或隨附的授權檔案
compatibility否最多 500 個字元的環境需求；大多數 skill 用不到
metadata否由字串鍵對應到字串值的對照表
allowed-tools否以空格分隔的預先核准工具；屬於實驗性質，各 agent 的支援程度不一

下面是只用規格欄位寫成的最小 skill：

## 步驟

1. 收集指定版本中已合併的變更。
2. 依 Added、Changed、Fixed、Removed 分組。
3. 每項變更用一行淺白的文字說明，並遵循[風格指南](references/STYLE.md)。

## 邊界情況

- 如果找不到任何變更，就直接說明，不要自行編造條目。

規格建議把 SKILL.md 控制在 500 行以內，把細節移到 references/ 等檔案中，並以相對路徑、只往下一層的方式引用。規格提供的 skills-ref 參考函式庫可以檢查 frontmatter 與命名規則：

要共用的 skill，別放 Claude Code 專屬擴充

Claude Code 接受規格的全部六個欄位，所以只用規格欄位寫成的 skill 不必修改就能載入。Claude Code 另外也會讀取自己的欄位，這些都不屬於標準：when_to_use、argument-hint、arguments、disable-model-invocation、user-invocable、disallowed-tools、model、effort、context、agent、background、hooks、paths 與 shell。內文裡的 !`command` 動態 context 注入（dynamic context injection）等功能，同樣是 Claude Code 專屬。

Claude 自家的上傳管道則相當嚴格。根據官方文件，上傳 skill 到 claude.ai、使用 Skills API，或用 anthropics/skills 的 package_skill.py 打包時，只要出現規格六個欄位以外的欄位，就會直接報錯失敗；動態 context 注入在 claude.ai 對話與 API 中也無法運作。另外，有幾個規格欄位在 Claude Code 裡的行為不太一樣：

  • name：在 Claude Code 中可以省略，預設使用資料夾名稱；但規格要求必填。請一律填寫，並與資料夾名稱一致。
  • allowed-tools：Claude Code 也接受逗號分隔或 YAML 清單，規格定義的則是以空格分隔的字串。在 Claude Code 中，這項授權只在呼叫該 skill 的那一輪有效。
  • license 與 compatibility：Claude Code 會接受，但不會據此做任何事。

如果想用 Claude Code 的呼叫控制，又不想加入規格以外的欄位，可以改從設定著手。官方文件提供 skillOverrides 的 "user-invocable-only"，作為不想修改檔案時 disable-model-invocation: true 的替代做法（不適用於 plugin skills）：
